Effect this measure will have on costs and revenues of state government.


Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. While there would be an increased cost to the State for taking on portions of the projects related to the use of these funds, that would normally have to be funded at the County or School level, it is difficult to determine an estimate of the exact impact. This legislation proposes that the Economic Development Department can seek outside sources of funding, which may lessen the impact of the increased costs at the State level. There are no known efforts to research which types of programs would be offered at individual schools to determine the costs associated with the construction/renovation of school areas to maintain them. Potential expenses could include design costs, labor, construction/material costs, necessary equipment to operate programs, etc. The County could see additional expenses to provide instructors.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. We are not able to speak to the potential increases or decreases in these areas to the Department of Economic Development. At the SBA level, based upon our determination of the language, we would not see a large increase in costs. There may be some increase in time spent to work on updating internal policies to account for this new legislation, but it appears that the seeking of funds, awarding of projects, and maintenance of the fund itself would all be absorbed by the Department of Economic Development. We may have a slight increase in site visits and follow-up processes for ensuring completion of the projects, but most costs to the SBA appear to be minimal.

Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. We do have some areas of clarification that we may need for this legislation: 1. Will the Department of Economic Development or the SBA issue funding? 2. If the funding is not issued by the SBA, but the SBA must administer the reimbursement process from the County, will the SBA policies related and projects and completion still be followed? a. In particular, will these projects need to be included in the County's Continuing Educational Facilities Plan (CEFP)? 3. Will the funding be transferred to the SBA, in some manner, or how will those funds be provided to the SBA? 4. The normal SBA funding process involves the County Boards of Education presenting their projects to the SBA, and the SBA would provide a score for each project to determine the order of funding. Based upon the language within this legislation, it appears that these projects are presented to the Department of Economic Development in some manner. Does the SBA receive projects from the County, and then the SBA present them to the Department of Economic Development subsequently, or do the County Boards present these projects to the Department of Economic Development directly?
