This bill proposes to amend W. Va. Code §5A-3-10e. While the proposed change would not have a direct fiscal impact on the Purchasing Division, it could increase costs (both expenses and administrative time) for any agency who chooses to use the best value procurement method among pre-qualified vendors instead of using low bid meeting specifications to evaluate bids. It is not possible to quantify what those costs might be.
