This legislation, in its current form, will have fiscal impact on the WVDE in an estimated amount of $159,000. Since, the WVDE is already performing tasks similar to those established in this bill, the cost to the WVDE would be limited to the annual purchase of literacy and numeracy screens and the purchase or development of a professional development training module.

Explanation of above estimates (including long-range effect):
This proposed legislation, in its current form, will have fiscal impact on the WVDE as follows:
$154,000 annually – Assisting LEAs with acquiring literacy/numeracy screeners (approx. 22,000 students @ $7/instrument)
$5,000 (one-time cost) – Purchase or development of professional development module for LEAs to use toward their 60-minute annual requirement
Memorandum
Currently, the WVDE is in the process of developing guidance materials relating to dyslexia and dyscalculia to accommodate the multi-tiered system of support in place; therefore, there is not any additional costs associated with those requirements. However, the bill requires that the WVDE to assist LEA’s with the cost of approved literacy/numeracy screeners if they are unable to purchase the tools on their own. The WVDE has identified approximately 22,000 students that currently utilize the WVDE’s literacy screener so this fiscal note reflects the same number would require the new literacy/numeracy screener. Additionally, the cost of a professional development module is estimated to cost approximately $5,000 if the WVDE purchases a module from a vendor.
