Effect this measure will have on costs and revenues of state government.
The impact on the costs and revenue to state government is unclear. Specifications for solicitations may be written to prohibit contracts or subcontractors from performing work at a site outside of the United States. If vendors submitting the bid and agreeing to the specifications could serve as the “certification” of this requirement, then the cost to the Purchasing Division would be minimal. However, if the Purchasing Division would have other responsibilities in certifying this requirement, then the cost could potentially be substantially increased.

Clarification would be necessary in terms of the requirement of certifying bidders in order to identify any potential costs.
