Effect this measure will have on costs and revenues of state government.
This legislation increases the time until parole eligibility for sentenced offenders. The WV Division of Corrections has no way to estimate how many additional offenders would be sentenced under this legislation. However as of June 30, 2014 there were 3 offenders incarcerated in the WV Division of Corrections that were sentenced under this offense. The WV Division of Corrections estimates that this legislation would have an average annual fiscal impact of $84,585 (3 x $28,195 average annual cost per inmate in FY 2014).
