Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to create the West Virginia Public Charter Schools Act of 2015. The bill provides purpose and intent, defines terms, and specifies that charter schools are subject to certain requirements and exempt from certain requirements. The bill also specifies what a charter school must do and provides for: the creation or conversion of charter schools; an application process; approval and denials of applications; governing bodies and their duties; funding; enrollment; student transportation; school personnel policies; termination of a charter school; and charter school evaluations. The bill also requires the State Superintendent to provide information on charter schools to the public.
