Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require the Division of Natural Resources to establish a special Wildlife Management Area (WMA) for exclusive use by veterans with a medical disability. It would violate both state law and federal regulation to exclude other users from an existing or new WMA purchased and/or managed with hunting and fishing license funds and/or federal aid funds. Hence, if the bill becomes law, the Division will be required to acquire and manage a new WMA for this exclusive purpose and will require general revenue funding to do so. The Division estimates the cost of acquisition for a 2,000 acre WMA to be approximately $2,000,000. Area management and enforcement cost would be approximately $42,000 annually. The aggregate fiscal impact of the bill is to increase the cost of state government by $2,042,000 in the first full year of implementation and $42,000 annually thereafter.
