Effect this measure will have on costs and revenues of state government.
House Bill 2453, if enacted, would require state institutions of higher education to waive tuition and fees for children and spouses of National Guard members and members of a Reserve component of the Armed Forces of the United States or persons on federal or state active military duty who are residents of this state and who have suffered a hundred percent total and permanent service-connected disability. It is estimated that the annual cost of this legislation would be about $101,000.

Explanation of above estimates (including long-range effect):
As of December 2014 there were 206 students at WV public 2 and 4 year institutions using Chapter 35 VA education benefits. Ch. 35 eligibility means that the student is a dependent of a permanent and total disabled veteran or is a dependent of a veteran that died in the line of duty or of a service connected injury/illness/disease.
The bill requires recipients to exhaust all other sources of student financial assistance dedicated solely to tuition and fees that exceed other grant assistance that are available to him or her, excluding student loans
The average tuition and fees are about $4,900 for public four and two year institutions. If 10% of the tuition costs are not covered by other available sources of financial aid, the estimated cost of the proposed legislation would be about $101,000.
