Effect this measure will have on costs and revenues of state government.


The Secretary of State’s Office will have an increase in cost because of changes in legislation requiring voters to present a photo ID at the polling place. The total cost of implementation for this office is $1,874,880. The estimated increase in cost is $995,630 in election year 2016 and an estimated increase in cost of $879,250 in election year 2018 for this office alone. There would be no increase in revenue.

Explanation of above estimates (including long-range effect):


The above estimates are based on an Excel spreadsheet developed with 33 assumptions to estimate the cost of the new legislation. This change in the law would require significant work on behalf of the county clerks and Secretary of State. The estimates are based on the cost of producing a video to educate the poll workers on the changes to voting procedures. Additional cost would result from an educational campaign to inform voters of new ID requirements. The assumptions are recommended as a base number to ensure West Virginia voters are informed about the changes to the voting procedures. The Secretary of State’s staff will be available to assist the committee with any questions.

The above estimates do not include the following; cost of issuing ID cards by the Department of Motor Vehicles, cost incurred by the counties for training or the cost of any legal actions resulting from the legislation.
