The purpose of this bill is to provide that neither the state nor any county may reimburse any person or entity for transporting any person to schedule, arrange or procure an abortion.

Explanation of above estimates (including long-range effect):
Memorandum
Non-emergency medical transportation (NEMT) is an available service under the West Virginia Medicaid program, however the underlying purpose of the transportation is not a data element that is maintained for that service. Additionally, starting in October 2014 the Department began using a transportation broker for NEMT services, under which a monthly rate is paid per member to the broker and the broker is responsible to pay for members' individual trips for NEMT. The Department does not have a reliable method to differentiate transportation services which would have been paid that were related to abortion services (if any) from other medical services to estimate the potential impact to NEMT expenditures. If the legislation were implemented it would require administrative changes to require identification of the purpose of transportation in order to deny NEMT related to abortion services, however the fiscal impact of such changes (if any) can not be determined with the information available.
