Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The Secretary of State’s Office will have an increase in one-time costs of $638,266 and a yearly increase in cost of $727,148.58 because of changes in legislation requiring the office to provide a One-Stop Electronic State Business Portal. The one-time cost includes $425,000 in application development, $170,000 in project management, $20,000 in employee training, $15,096 in office furniture and $8,170 in computer equipment. The yearly cost includes $567,876.50 in Personal Service cost, $55,612.08 in rent, $40,000 in system support, $60,000 in cloud storage/disaster recovery, $500 in telecommunication cost, and $3,160 in office expenses.

Explanation of above estimates (including long-range effect):
The above estimates are based on additional employees to operate the One-Stop Electronic State Business Portal Call Center located in the Charleston area. The estimates also include 5,000 application development hours at $85 per hour, 2,000 hours of project management at $85 per hour, and 500 hours of system support at $80 per hour. All hourly rates are from the Office of Technology 2015 Service Catalog.
The Secretary of State’s staff will be available to assist the committee with any questions.
Memorandum
The one-time cost will be spread over a 36 month period, and the yearly cost will begin before the end of the 36 month development period.
