Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The bill's stated purpose is to require private clubs to be closed from two o’clock a.m. to seven o’clock a.m. on all days of the week and Sundays.
The bill requires patrons of those clubs to exit the club not later than sixty minutes after the dispensing of nonintoxicating beer, wine or alcoholic liquors has ceased.
The bill also only exempts racetrack video lottery from the WVABCA gabling prohibition but not limited video lottery.

Explanation of above estimates (including long-range effect):
The fiscal impact to the State would be reflected in lost liquor, wine and beer sales and also possibly lost lottery revenues. Perhaps a Fiscal Note request should be sent to Tax and Lottery.
The WVABCA is not able to quantify the loss of revenue but it could be a significant loss of sales tax revenue, liquor, wine & beer tax revenue and also lost lottery revenue and play attempts on the machines. Perhaps a Fiscal Note request should be sent to Tax and Lottery.
