Explanation of above estimates (including long-range effect):

A very general estimate involves up to $150 per inmate in training materials, approximately $300 per inmate for professional instruction, and at least another $50 per inmate for equipment. This estimate includes contracting for a typical five day Tree Risk Assessment training with field experience from an ISA Certified Arborist plus travel expenses, and is based on a class size of 30 inmates. State staff time involved with coordinating training and quality control inspections or any other potential costs are not included.



Memorandum


It is impossible to know the full fiscal impact this bill may have without more information such as the level and frequency of training needed and number of inmates involved. Another major factor would be complying with the required training and work experience needed to become an Arborist. Qualifications for Certified Arborist are set by the International Society of Arboriculture and are recognized nationally as the industry standard. The ISA Certification Board requires a candidate to have a minimum of three years of full-time experience in arboriculture. Acceptable experience includes the practical use of knowledge involved in pruning, fertilization, installation and establishment, diagnosis and treatment of tree problems, cabling and bracing, climbing, or other services that directly relate to arboriculture. Qualified candidates must then pass an exam covering 10 areas of knowledge to become Certified Arborists. Multiple training manuals and programs are available and cost would vary by program selected and number of inmates trained.
