Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to create a program, administered by the director of the Division of Justice and Community Services, to allow a person to obtain a stay of a driver’s license suspension or removal from the commissioner of the Division of Motor Vehicles (“DMV”) for the purpose of obtaining and maintaining employment if he or she makes monthly contributions for unpaid court costs to the Division of Justice and Community Services.
According to this legislation all reinstatement fees for citations 12 months old or older would be eliminated. Currently there are 403,151 individuals with unpaid citations that are 12 months old or older. This legislation appears to eliminate the $50 reinstatement fee creating a revenue loss of $20,157,550 if all participants took advantage. In 2015 there were 59,556 suspensions and 39,653 reinstatements leaving 19,904 uncleared suspensions. Using this number there could be an annual loss of reinstatement fees totaling approximately $995,200.
