Fiscal Note Summary

Effect this measure will have on costs and revenues of state government.

The bill authorizes an appropriation to fund the Legislative Oversight Commission on Transportation Accountability. If money is not appropriated, then expenses will be paid from Fund 0175 Joint Expenses. The Commission is made up of members of the Legislature, and would meet during Legislative Session, interim meetings, or whenever necessary. It is assumed that the Commission would meet primarily during session or interim meetings. Thus, no additional funds would be necessary to reimburse Commission members for attending meetings since they would already be getting compensated for Session and/or interim meetings. Any meetings held outside of Session and/or interim meetings that would require additional compensation $1,800 for each day of meetings. Expenses would be harder to calculate since the makeup and homes of the Commission members has not been determined. It is also assumed that current Legislative employees would staff the Commission. Thus, no additional funds would be needed. Any additional employees needed would be impossible to determine since it is not known at this time how many would be needed, or whether the additional employees would be lawyers, secretaries, analysts, etc.

Explanation of above estimates (including long-range effect):

There should be no increases or decreases in revenue and expenses since the Commission would most likely meet during Session or interim meetings when Members are getting compensated for other business. Current Legislative employees who are already being compensated should be able to provide staff support for the Commission.

Memorandum

No additional staff should be required, and Commission members would most likely meet when they are already being compensated for Session or interim meetings.
