This piece of legislation would increase the charge of motor vehicle inspection (MVI) stickers by the State Police from $1 per sticker to $3 with the increased proceeds being used for the purchase of vehicles and related equipment.

Explanation of above estimates (including long-range effect):
The West Virginia State Police collects an average of $1,600,000 annually from the sale of MVI Stickers which are sold for $1 each. The increase in sticker price provided by this legislation will generate approximately $3,200,000 in additional revenue which will allow the West Virginia State Police to acquire and maintain a roadworthy fleet.
Memorandum
An indirect fiscal effect of this piece of legislation would be the ability to eliminate the General Revenue Vehicle Appropriation for the West Virginia State Police (0453-45100). For FY2017 the Governor’s recommended appropriation is $420,751 but typically the appropriation is $1,500,000 to $2,000,000.
