This Fiscal Note would have no impact on the costs and revenues of state government. The West Virginia Water Development Authority (WDA) operates under the supervision of the West Virginia Water Development Board, which is comprised of seven members. The authority is self-supporting and does not receive State appropriations for operating expenses or bond programs.
WDA takes no state tax dollars. The authority manages a loan portfolio of over $3 billion.

Explanation of above estimates (including long-range effect):
There is no fiscal impact since WDA is self supporting and takes no state tax dollars. If the salaries of the public board members were reduced to zero, the Water Development Authority would see a reduction in personal services of $48,000 for fiscal year 2018. An estimated reduction in personal services for fiscal year 2017 would be approximately $20,700 depending upon the effective date. However this would have no impact on state funding.
