Effect this measure will have on costs and revenues of state government.


WorkForce WV estimates that approximately 18 claims would be filed on an annual basis if the Domestic Violence legislation is passed. The estimate of Domestic Violence Claims incurred was determined through the National Employment Law Project which reflected that most states Domestic Violence Claims were a 0.02% ratio to their Total Initial Claims. Using our state statistical information, we determined that we could expect approximately 18 Domestic Violence Claims in a given year. These claims would impact our State Benefit Trust Fund in the amount of $79,229 per fiscal year based on current duration of benefit weeks and average weekly benefit amount.

Explanation of above estimates (including long-range effect):


The implementation cost was estimated based on current support salary rates and non-personal service costs. During the first year, we project that we would use $14,558 in salary cost and $5,346 in non-personal service costs for a total of $19,904. These costs would involve implementation, policy changes, and training for staff involved. The on-going cost to process the claims would be a total of $1,463 broken out by $1,070 salary costs and $393 in non-personal service cost. Please note that the administrative cost will be covered by federal funds since this involves UI activities. As stated in the summary, the benefit cost of $79,229 will be covered by our State Benefit Trust Fund.
