Effect this measure will have on costs and revenues of state government.


The purpose of the Bill is to modify ยง17C-6-3 of West Virginia Code to allow local authorities within their jurisdiction to decrease speed limits on streets and highways where school buses travel based on an engineering and traffic investigation with concurrence of the Commissioner of Highways. Fiscal Note Detail shown below assuming DOH conduct of engineering and traffic investigation. It is estimated that each District will receive five (5) request per year. Estimated twelve hours per traffic/engineering review including administrative components at $800 each or $40,000. A good estimate would be $600/set or $30,000 for two signs. Assume half a year's request for FY2017.

Memorandum


It is unclear, who would be responsible for conducting the engineering and traffic investigation. Any roadway on the State Highway System within in a municipality would generally be a route on which school buses travel. It is difficult to determine how many requests would be made should the Division of Highways be responsible for conducting the engineering and travel investigations.
