Effect this measure will have on costs and revenues of state government.


This bill amends 11 items in WV Code §18-5-45. Specifically: Removing the word "separate" from the bill referring to 180 days of instruction, using accrued minutes for lost instructional days, using reimagined days before accrued minutes for lost instructional days, allowing counties to forgo using prep days instead of a mandatory day before school starts, giving teacher discretion when prep days are used, increasing the number of faculty senate days from 4 to 6 2 hour meetings, and setting a time frame for faculty senate meetings. This measure will have no impact on state government, but has the potential to benefit county budgets if they can use accrued minutes to make up 180 days of instruction by limiting bus and transportation costs, facility maintenance, and other local level expenses.

Explanation of above estimates (including long-range effect):


This bill potentially limits the number of employment days counties are required to have for staff if using accrued minutes to make-up days for inclement weather and will require county boards to determine a policy for making up employment days. It also requires the instructional day to be redefined as the number of minutes the county requires, instead of the state minimum, as is stated in WV Code §18-5-45.



Memorandum


This bill will require specifying when preparation days can be utilized, and when the first faculty senate meeting should occur. WV Code §18-5-45 defines the required preparation day to be used for the first faculty senate meeting during the first days of the school year and the employment term for the year. By decreasing the school year from July 1-June 30 to August 10-June 10, the counties will have limited options to make-up instructional days, extend the school year, and require special circumstance notification for schools operating on a balanced calendar.
