Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to expand the age range for breast cancer screening procedures for females age 30 to 40 years old. This bill will increase costs to the PEIA plan. The bill would also require PEIA cover services not recommended by the 2015 American Cancer Society Breast Cancer Screening Guidelines. Current standards recommend an opportunity for regular cancer screening at age 40. PEIA’s current benefit provides screenings starting at age 40. PEIA has approximately 12,800 female members 30 to 40 years of age. A study by the University of North Carolina found that 29% of women in this age category had a breast cancer screening procedure. Including an increase 15% due to the access of a new benefits, PEIA has assumed the new population will utilize benefits at a rate of 33% of the current eligible age group. Since this bill allows for one screening for female members between 30 to 40, members will have varying time to utilize the new benefit. The assumption is 20% of the members will utilize the benefit annually. These assumptions result in $89,377 of additional annual costs that will total $446,887 once all of the assumed 30 to 40 year old female members utilize the benefit.
