Explanation of above estimates (including long-range effect):


This legislation just creates a new special revenue fund designed to support the Adult Drug Court Program; therefore, it does not have any fiscal impact on the Judiciary. The Supreme Court of Appeals functions as a trustee of the drug court participant funds which are used to pay for incentives, supplies, graduation ceremonies, participant meals & snacks, and other costs associated with the participants' treatment and activities as long as the expenditures directly benefit drug court participants. The fund created by the enactment of this legislation will allow for a more efficient and transparent accounting of these monies.
