Explanation of above estimates (including long-range effect):
The proposed SB15 essentially removes the sunset provision of not allowing an agreement to be executed after June 30, 2017. The removal of the sunset provision does not directly provide any additional revenue to the WVDOH nor will any additional costs be incurred as a result of this legislative change. Any costs or revenue from a private entity would be specific to a particular agreement as per ยง17-27-9 and will depend on the nature of the project being implemented.
