Effect this measure will have on costs and revenues of state government.


WV Correctional Industries is a special revenue unit of the WV Division of Corrections and as such is self-sustaining and receives no general revenue funding. Removing the requirement for agencies to purchase from Industries absent a waiver will impact WVCI's ability to remain self-sustaining and could result in staff layoffs and fewer inmate jobs available in the facilities. Current law allows the WVDOC to sweep WVCI's special revenue account of operating income at the end of each fiscal year, $3.2 million has been added to the WVDOC's funding over the past 5 years as a result of this practice. This funding would be in jeopardy. We have no way of predicting the exact impact on operating income if the requirement for agencies to purchase from Industries is removed. However, any significant reduction in sales could have a significant impact in WVCI's operations.
