Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require the Commissioner of the Division of Motor Vehicles to create a special registration plate for full-size special purpose off-road vehicles, self-assembled or modified original equipment manufactured vehicles, that would give the vehicles the same limited access to roads as all-terrain vehicles. These vehicles are not currently titled in the state of West Virginia, so there is no historical data available to provide reasonable estimates for total revenues. Each all-terrain vehicle will pay $30 for a plate. The current maximum cost for a plate is $8.80 producing a net revenue stream of $21.20. Programming required to enact this legislation will take approximately 80 hours at $9 per hour or $7200.
