Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The bill as written requires reporting that is not presently available from the majority of the courts of our state. This fact stems in part from the fact that circuit clerk's offices, as county agencies, purchase and maintain various case management systems. The most fiscally conservative method of making the required statistical reporting available is the implementation of a statewide case management system. Such implementation would likely take the form of an off-the-shelf system with statistical reporting built in. By consulting with the National Center for State Courts, we have found that such a tool would cost approximately $4 million in the first instance for purchase and implementation, with an attendant ongoing maintenance and licensing cost of approximately $750,000 per year.
