Effect this measure will have on costs and revenues of state government.
Regarding HB4169 human trafficking the West Virginia Division of Justice and Community Services (DJCS) offers the following opinion and will require:
OPINION: The indicated purpose of this bill is to require posting of a notice in designated locations of a hotline available for people to call to report human trafficking to be posted in areas where persons subject to human trafficking; authorizing state representatives to give notices; and establishing penalties for failure to post.
To accomplish the activities outlined in proposed legislation there may be a monitoring component implied in the Bill.
A very real cost of the bill will be contingent on how exact the wording on the notices must be. If the spirit of the bill is public awareness and education then the DJCS can simply place several links to posters available for download from various sources at very little cost and those notices would capture the spirit of awareness and education but may not contain the exact wording stipulated in the bill.

Possible translation costs for the exact wording of the notices indicated in the bill $5,000 or more.
NOTE: The costs within this framework do not include costs associated with printing Posters and Brochures as the Bill only stipulates that the Division of Justice and Community Services make the poster available for download on the agency website.
