HB4166 establishes a dedicated Special Revenue fund to allow the Department of Agriculture to utilize existing resources for construction and other capital improvements for agency facilities. This does not create new revenue, but allows the Commissioner of Agriculture to better utilize other funds generated from agency operations (unless those funds are statutorily restricted).

Explanation of above estimates (including long-range effect):
The net effect to agency revenue is $0, and expenditures will vary depending on available fund balance. The purpose of utilizing existing Special Revenue resources for capital improvements is to ultimately reduce reliance on one-time, special-purpose General Revenue appropriations for agency improvement projects.
