Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to increase pay of the state’s social workers to assist with recruitment and retention issues. The bill requires each Social Worker 1, Social Worker 2, and Social Worker 3 to receive a $1,000 increase in annual pay effective July 1, 2018. The Department estimates the fiscal impact relating to this legislation to be $65,454 ($57,334 state funds, $8,120 federal funds). The Department currently has 37 filled and 18 vacant Social Worker positions.

Explanation of above estimates (including long-range effect):


The total cost of $65,454 includes $55,000 for 55 employees X $1,000 increase, employer social security costs of $4,208 ($55,000 x .0765), retirement costs of $5,500 ($55,000 X 0.10), and worker's comp of $746.



Memorandum


This bill is specific to Social Workers 1, 2, and 3 classifications, therefore increases for Social Service Workers were not included in these calculations. If the costs for Social Service Workers were included, this would be an additional cost of $502,774 ($285,590 state funds and $217,184 federal funds) which includes salary increases of 426,000 ($1,000 x 426), retirement costs of $42,600 ($426,000 x 0.10), employer Social Security costs of $32,589 ($426,000 x .0765), and Worker's Compensation of $1,585. If the intent of this bill is to cover child welfare staff, Child Protective Services classifications would also need included in the bill language. This fiscal note does not include calculations for Child Protective Services.
