Effect this measure will have on costs and revenues of state government.


The bill does not increase or decrease funding. Currently, the Library Commission distributes the funding in Appropriation line 18200 Grants to Public Libraries on a per capita basis using the population of the library's service area as calculated by the decennial census conducted by the U.S. Census Bureau. This bill would require the Library Commission to recalculate the funding distribution every 5-years instead of every 10. All other state funding distributed by the Library Commission to libraries is based on request received for specific projects. As the bill is currently, written it is unclear if the Library Commission could continue to distribute this funding based on project need. Federal Funds distributed to libraries as subrecipient grants are subject to Federal rules and regulations.

Explanation of above estimates (including long-range effect):


The bill does not increase or decrease Library Commission funding. It does change the time-frame in which the Library Commission recalculates the per capita distribution of Grants to Public Libraries Appropriation line 18200.



Memorandum


The Library Commission distributes Lottery Education Funds Appropriation line 18200 based on a libraries service population calculated every 10 years and following rules and regulations established in the Library Commissions Administrative Rule Section 173-01. This bill will change the calculation period from every 10 years to every 5. Currently other funding is distributed to libraries based on project needs, as currently written the bill may not allow for funding to be distributed based on project need.
