Effect this measure will have on costs and revenues of state government.
The West Virginia Division of Corrections estimates the proposed legislation would result in $32,000 increased annual cost for WVDOC. This fiscal impact is based on WVDOC average daily female population of 584 inmates for calendar year 2017, this would require approximately 800 cases of tampons ($40 per case)annually to meet the needs of the daily female population each year.
WV Division of Corrections currently provides sanitary napkins for female inmates, this part of the proposed legislation would have no significant fiscal impact for the WV Division of Corrections.
