Explanation of above estimates (including long-range effect):
The provisions of proposed House Bill 4531 would amend Chapter 6, Article 3, Section 1 of the West Virginia Code to require that any person serving as a Deputy Sheriff in West Virginia would be paid not less than $10.50 per hour. While the provisions of the proposed Bill might result in an incremental increase in pay and attending fringe benefits for a limited number of deputy sheriffs within the State, we anticipate the overall financial impact is minimal and would primarily impact more rural counties within the State who have relatively small duty forces. However, since the State Auditor’s Office does not process payrolls for county commissions in West Virginia, we are unable to estimate the potential financial impacts of the change proposed by the Bill.
