Effect this measure will have on costs and revenues of state government.
This bill could have a significant positive fiscal impact on the West Virginia Division of Corrections & Rehabilitation. The extent that judges would utilize the provisions included is unknown, however each year that an offender isn't incarcerated (where they otherwise would have been) would save the State of West Virginia $25,879 (average annual cost per year per offender in FY2018).
