Effect this measure will have on costs and revenues of state government.
The WV Division of Corrections and Rehabilitation is unable to calculate the exact cost savings this bill would introduce due to drug dealers commonly being sentenced to "Manufacturing/Delivery/Possession with intent of a Sch 1,2,3 drug" without a specific notation for what kind of drug. However, for each offender that would not be sentenced to WVDCR custody the State would save $25,879 per year that the offender would have been incarcerated for a prison term (average annual cost per offender).
As for misdemeanor sentences or pretrial periods of incarceration this bill would not have a fiscal impact on the WVDCR but would result in savings on County Jail bills ($48.25 per day of incarceration).
