Explanation of above estimates (including long-range effect):
Based on information obtained from the West Virginia Department of Education’s Website, we determined total State-wide student enrollment in School Year 2019 for Grades 6 through 12 amounted to 136,725 students, both male and female. For purposes of making our projection, we assumed the total number of female students in grades 6 through 12 would be approximately 68,500. Based on our research, we assumed that feminine hygiene products as defined in general terms would have a market cost of about $65 per year for each eligible student. Since no information was available to us to arrive at a reliable approximation for the utilization rate which would be experienced with respect to availability of free feminine products under the proposed Bill, we assumed that all eligible female students, as defined, in the proposed legislation would take advantage of the provisions of the proposed Bill.
