Effect this measure will have on costs and revenues of state government.


The purpose of proposed House Bill 2623 is to require the assessor of each county in West Virginia to, within three months of a deed filing in the county clerk’s office of each county, prepare a new property tax ticket and cause the tax ticket to be mailed, from the county sheriff’s office, to the new property owner to avoid any lapse in which the new property owner may otherwise incur in paying property taxes.

Explanation of above estimates (including long-range effect):


We are unable to identify any specific new costs which would be created by the adoption of the proposed legislation and, we are likewise, unable to project how much additional revenue might be generated for the various counties by the Bill. One potential issue which could arise is whether the counties have sufficient staffing to meet the deadlines set out in the proposed Bill to accomplish the objectives of the legislation. Currently, all of the processes mentioned in the Bill occur at the County-level; however, the counties are not required to finalize the entire process within 3 months. We have no ability based on the limited information available to us to determine whether the timelines set out in the proposed Bill would be obtainable with current staffing. Accordingly, we are submitting this Fiscal Note with no projections of changes in revenues or expenses related to adoption of the proposed legislation.
