Memorandum

Drawing from years of experience in the field I suggest that the drafting of a petition for a wiretap would be difficult to quantify in terms of cost to the Law Enforcement agencies and/or Prosecutor's offices assisting them in securing a wiretap for investigative purposes. These things are done in the midst of investigations and no one has the time to assess an hourly cost to them because once drafted, presented and secured the requestors then must move on to the implementation of the wiretap and continue the investigation. I would also suggest that any such cost would be a fraction of a percentage in the overall scheme of things when compared to the remainder of the investigation and the fact that it would be one task among many in the daily job requirements.
