Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to alter the color scheme for county vehicle registration plates; alter the color scheme for city or municipality vehicle registration plates; provide that all county vehicle registration plates, title certificates, and registration certificates shall expire on December 31, 2019; provide for exemptions for certain county Class A license plates; require all counties to obtain a new title certificate, registration certificate, and registration plate for all county vehicles prior to January 1, 2020; require renewal every two years; provide that all city and municipal registration plates, title certificates, and registration certificates shall expire on December 31, 2019; provide for exemptions for certain city and municipal Class A license plates; require all cities or municipalities to obtain a new title certificate, registration certificate, and registration plate for all city or municipality vehicles prior to January 1, 2020; and require renewal every two years. The Division expects implementation of this bill will increase overtime costs by approximately $8,000. Mainframe programming will cost approximately $18,000. Other current expenses for implementation will include, based upon 15,175 vehicles currently registered to counties and cities, $2,662 ($0.175 x 15,175) for title and registration card, $50,836 ($3.35 x 15,175) for registration plates, and $24,280 ($1.60 per plate x 15,175) mailing cost, for a total current expense of $95,780. The Division estimates that approximately 10% of the vehicles titled after initial implementation will require new registration plates (replace due to loss, damage, or normal wear). Costs associated with the 13,658 (15,175 x 90%) vehicle renewals without new registration plates would be $0.14 for registration decal, $0.016 for registration card, $0.41 postage, for a total of $7,732 (($0.14 + $0.016 + $0.41) x 13,658). Costs of associated with the 1,518 (15,175 x 10%) vehicle renewals with new registration plates would be $3.35 for registration plate, $0.016 for registration card, $1.60 for postage, for a total of $7,538 (($3.35 + $0.016 + $1.60) x 1,518).
