There is no anticipated cost to the State for this proposed legislation since board member compensation is not covered under the Public School Support Plan (PSSP). The total potential estimated cost to the county boards of education to increase the compensation of board of education and MCVC administrative council board members is $524,115. The bill is permissive with respect to the increases authorized.

Explanation of above estimates (including long-range effect):


The total estimated cost to the county boards of education to increase the compensation of board of education and MCVC administrative council board members is $524,115. There is no anticipated cost to the State for this proposed legislation since no funding is provided for this purpose through the PSSP. Therefore, the entire cost would be the responsibility of the county boards and MCVCs. The $524,115 cost estimate is comprised of two components. First, there is an estimated $403,909 increase in salaries and related benefits to the board members due to the increase in the rate from $160 to $200 per meeting. The cost estimate was calculated based on actual board member compensation paid by county boards of education and MCVCs during the 2017-18 year and assumes that all local board of education members will receive the higher rates of compensation allowed by the proposed legislation. The cost estimate could be higher if more board meetings are held in future years or lower if not all county boards of education elect to increase the rate of pay for members to the maximum allowed level. Second, there is an estimated $120,206 increase in salary and related benefits to the board members for attending statewide trainings. That estimate assumes that all 275 board members statewide will attend the maximum two paid meetings per year at the daily rate of $200 per day. Note that the proposed language regarding Education Service Cooperative (ESC) council meetings will not result in an increased cost. The rate of pay for board members to attend ESC meetings is already established at $100 per meeting in ยง18-5-13c.
