Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. HB3014 purpose is to remove the minimum and maximum salary caps ant to allow for the accrual of sick and annual leave for the State Rail Authority Director. This will allow the salary and benefits to be consistent with the salary for similar positions in state government.

Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The estimated cost in personal services is added cost of both annual and sick leave for a one year period based on actual rates of the current director's salary. The cost for annual leave is based on the maximum earning rate for an employee with 15 years or more of service (16 hours x 12 months = 192 hours). The cost for sick leave is based on the current earning rate (12 hours x 12 month = 144 hours). The amount of $12,826.00 includes benefits.
