Explanation of above estimates (including long-range effect):


The estimated cost to the State under the Public School Support Plan (PSSP) for the proposed legislation is $41,226,717. Funding all county boards of education at the level of 5.75 professional student support personnel positions per thousand students in net enrollment will result in an increase of 674.20 positions funded through state aid. The additional positions will result in an increase in Step 5 (Allowance for Professional Student Support Personnel) of $30,406,450, an increase in Step 3 (Allowance for Fixed Charges) of $2,587,589, Step 6b (Professional Substitutes) of $760,161, Retirement of $2,481,166, and PEIA of $4,991,351.



Memorandum


The definition of net enrollment included in §18-9A-2 is not the current statutory language after the passage of SB1 during the 2019 regular legislative session. There is no estimated additional cost to the State for the definition change under W. Va. Code §18-9A-2 that expands professional student support personnel to include professionals providing direct social and emotional support services to students, including but not limited to social workers and psychologists. The definition change provides county boards with more flexibility regarding what positions are eligible for state aid funding.
