Memorandum


All 55 county clerks' offices/county commissions will likely be financially impacted by the proposed legislation to cover the costs of (1) ballot design, (2) ballot printing, (3) voting machine programming and testing, (4) sample ballot publication, (5) poll-worker training and salaries, (6) adjusting precincts to coincide with geographical districts when possible, and (7) general administration of the election. Moreover, the effective date of July 2020 may be too soon to allow for certain municipalities whose local districts (or wards) do not geographically align with existing precinct boundaries. Changing local districts and existing precinct boundaries requires public notice and restricts the number of registered voters per precinct to a sum certain depending on whether the area is "rural" or "urban." It is recommended to request fiscal notes from the WV Association of Counties and County Clerks' Association to better determine the economic impact of the proposed legislation.
