Effect this measure will have on costs and revenues of state government.
NIST Handbook 130, 2.20.3 - EPA Labeling Requirements - says that all retailers must comply with 40 CFR 80.1503. An orange and black sticker is required to say:
"Attention: E15, Up to 15% ethanol,
Use only in 2001 and newer passenger vehicles and Flex Fuel vehicles. Don't use in other vehicles, boats, of gasoline-powered equipment. It may cause damage and is prohibited by federal law"
The EPA has this requirement. The enforcement is part of our Weights & Measures program.

Explanation of above estimates (including long-range effect):
Currently, the EPA requires the fuel distributor (supplier) to provide warning labels to the retail locations free of charge. The retail location is responsible to affix these labels according to current EPA Labeling Requirements.
The ordering and supplying of labels would be the responsibility of the state and paid from general revenue.
The only revenue it may generate would be from levying and collecting administrative penalties from the issuance of violations.
