Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to allow persons to donate to the West Virginia Farm Bureau, the West Virginia 4 H Program, or the West Virginia Future Farmers of America Education Foundation when renewing a driver’s license or vehicle registration. The bill permits a processing fee.
The Division would incur star-up costs of approximately $16,560 to modify the cash register system and approximately $22,000 to modify DMV forms.
The Division is concerned that there is insufficient space on the renewal forms to accommodate the provisions of this bill. Additional printing could only be added by reducing the overall size of print and possibly rendering it all un-readable.

Memorandum
The current demand for technical expertise and support on the Division exceeds our current resource level. This bill will require additional technical expertise and support. Therefore, the Division needs to add an Information Systems Manager 1 position at an estimated annual cost of $79,500 (Salary and Benefits) and a Programmer Analyst 3 position at an estimated annual cost of $75,000 (Salary and Benefits).
