Effect this measure will have on costs and revenues of state government.


The purpose of proposed Senate Bill Number 162 is to enhance the maintenance and repair of West Virginia’s roads and highways. In order to accomplish this broad objective, the legislation does the following: 1. Directs the State Auditor to develop and maintain a searchable website of funding actions and expenditures relating to state and public roads; 2. Directs the Commissioner of Highways to provide information and data to the State Auditor; 3. Creates the Special Road Repair Fund as a sub-account of the State Road Fund and authorizes the Commissioner to transfer certain funds into the sub-account for certain purposes; and 4. Creates the Enhanced Road Repair and Maintenance Program.

Explanation of above estimates (including long-range effect):


After reviewing and considering the requirements of the proposed legislation, the State Auditor’s Office believes that the development of the proposed website can be done by existing staff within the State Auditor’s Office. We believe there would be no additional costs to the public, above and beyond, the normal salaries and benefits paid to staff who would assume this development project as a part of their normal, ongoing job duties. However, the ability of the State Auditor to develop the website called for in the proposed Bill is contingent upon the cooperation of the West Virginia Division of Highways in supplying the necessary data to populate and drive the functionality of the website, as well as, update the website on a routine basis. In addition, we believe the intention of the Bill is to create the Special Road Repair Fund and the Enhanced Road Repair and Maintenance Program with both initiatives being funded by existing revenue streams of the West Virginia Division of Highways. Accordingly, we assume the passage of the Bill would not generate additional revenues from any funding sources or additional expenses which would be required to be funded by new revenue streams.
