Explanation of above estimates (including long-range effect):


The State Auditor’s Office does not maintain or have access to the Enrollment Data of the West Virginia Public Employees Insurance Agency (WVPEIA), including the calculations of Employee Premiums that would be necessary to estimate the financial impact of the proposed legislation. However, we believe enactment of the legislation would decrease total governmental expenditures at the State, County and Municipal levels because in order to maintain spousal coverage, the State employee (Primary Insured) would be required to pay the portion of the premium pertaining to the employee’s spouse.



Memorandum


The State Auditor’s Office would recommend the submission of a Fiscal Note Request to the West Virginia Public Employees Insurance Agency acting in its capacity as the most likely repository for the information needed to accurately assess the financial impact of this proposed legislation.
