Effect this measure will have on costs and revenues of state government.


Based on the provisions of this bill, all 134 Legislators would be subject to a minimum of 2 random drug tests during each regular session. Research on the costs of drug tests has produced the following best estimates, depending on the type of test administered: Urine Test Cost = $45 per test Blood/Hair Test Cost = $200 per test Since the bill does not specify the type of test to be administered, this fiscal analysis will be based on the blood/hair test as it is the most comprehensive drug screen and would be capable of detecting all illegal drugs for which the bill stipulates as the purpose for the tests. Urine screens are not comprehensive in screening for all illegal drugs. If it is decided that a urine screen is preferred, an analysis of the cost for implementing that type of drug testing is included in the memorandum section of this fiscal note submission. The estimated annual cost for implementing blood/hair drug testing for all Legislative members is calculated as follows: 134 members x 2 tests per member each session x $200 per test = $53,600

Explanation of above estimates (including long-range effect):


The estimated annual cost for implementing blood/hair drug testing for all Legislative members is calculated as follows: 134 members x 2 tests per member each session x $200 per test = $53,600 This would result in new expenditures totaling $53,600 each fiscal year.



Memorandum


The bill does not specify the type of drug test to be administered. The above fiscal estimates are for blood/hair tests that are estimated to cost $200 per test. If urine tests were used, the fiscal impact would be significantly less, but may not be testing for all illegal drugs. Urine tests have an estimated cost of $45 per test. The total estimated cost for urine tests would be: 134 members x 2 tests per member each session x $45 per test = $12,060 This would result in new expenditures totaling $12,060 each fiscal year if the bill were clarified to specify a urine test. Further, the bill does not specify how or where such testing would take place. If a member is required to travel to have the tests performed at an offsite location, there may be additional costs incurred for the associated travel that cannot be accurately estimated in this fiscal analysis.
