Effect this measure will have on costs and revenues of state government.


The Speech-Language Pathology & Audiology Compact becomes operational once 10 states enact legislation. Based on the initial 10 states requesting passage of legislation, the WV Board of Speech and Audiology currently has 24 licensees who would be eligible for compact privileges. The total application, license & renewal fees, offset by a WV privilege to practice fee would be approximately ($4,200.00) for the biennial licensing period. Fees assessed from the Interstate Compact Commission, once it is created after the compact is operational, should be no more than $6,0000 per year.

Explanation of above estimates (including long-range effect):


There should be no additional personal service expenses. The additional current expenses will be fees assessed by the Interstate Compact Commission. Those fees will not be assessed until the compact is fully operational and the commission is formed. The increase or decrease in revenue is difficult to estimate. The above figure of ($2,100 per year) is based on the number of licensees who currently hold a WV Speech or Audiology license but reside in one of the initial 10 states wanting to enact legislation. The loss of revenue could increase if states sharing boundaries with WV entered the compact. The reverse thought process could be, however, that practitioners residing in another compact state will decide to pay the WV privilege to practice fee because it is less cumbersome and less expensive than previously having to apply and pay for a WV license.
