Explanation of above estimates (including long-range effect):


To the extent necessary, teachers will meet to develop standards and training modules for programs not presently in place. The associated projected cost would be daily stipend, travel reimbursement, and lodging for such teachers. Implementation will occur through the State Board of Education rule-making process.



Memorandum


To the extent counties do not have resources for implementation of programs to be offered, local funds, rather than state funds, will be necessary for the procurement of those resources.
