Effect this measure will have on costs and revenues of state government.
The proposed bill will create a new program and associated fund allowing purchasers of hunting and fishing licenses to donate money to be disbursed to the WVU Rifle Team Endowment Fund.
The bill allows the WVDNR to recoup processing and administrative costs through a 5% deduction of the donated funds.

Explanation of above estimates (including long-range effect):
The cost of complying with the administrative requirements to collect and disperse the funds is estimated to require 4 hours by an employee making $31.25/hour (salary plus fringe).
This cost is offset assuming $2500 in donations yearly (2500 X 5% = 125)
Memorandum
Potential Hunting and Fishing License revenue diversion issues are avoided through the ability of the WVDNR to recoup administrative and processing costs from donated funds.
